About the event

The Centre, in collaboration with the Work-in-Freedom Programme, International Labour Organisation (ILO) (India office) organized a one-day National Workshop on Decent work for domestic workers: Law and Policy Approach. The workshop was organized to deliberate on a legal framework to ensure decent livelihood and welfare for paid domestic workers, specifically the Delhi Domestic Workers (Regulation of Employment and Conditions at Work) Bill, 2023. The crucial aim of this workshop was to facilitate the drafting of a legislation for the protection of domestic workers in Delhi.

The following sub-themes were discussed and deliberated upon: - Socio-political Dynamics of Domestic Work - International Deliberations on Defining Domestic Work - Definitions and Interpretative Standards in The Draft Bill - Model framework for welfare boards for domestic workers - Identification of beneficiaries and bottlenecks in welfare distribution - Relevant provisions from the Draft Bill - Precarity of domestic workers and importance of legal empowerment - Identifying social security and welfare measures within the precincts of labour law - Importance of the Dispute Resolution/Grievance redressal mechanisms

The opening remarks of this workshop was delivered by Prof. (Dr.) G.S. Bajpai, Hon’ble Vice- Chancellor of NLU Delhi. The Hon’ble Chief Guest was Mr. Satoshi Sasaki, Deputy Director of the ILO in India and Decent Work Team, South Asia. The Guest of Honour was Ms. Aya Matsuura, Gender Specialist at the ILO.
