Punjab Building and Other Construction Workers (Regulation of Employment and Conditions of Service) (Amendment) Rules, 2023

The Governor of Punjab, in the exercise of powers conferred by sections 40 and 62 of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, has brought in a few amendments to the Punjab Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2008. The notification has primarily brought in three major amendments. Under sub-rule (3) of rule 260, prior to the amendment, every construction worker who desired to join the fund had to present a Form XXVII certificate which he had to obtain either from the employer or the contractor. Post the amendment, the number of bodies authorised to provide a certificate has broadened to include ‘any other person or authority or officer who is authorized by the Board’, along with the Employers and the Contractors.

 

In addition, when applying for registration or renewing registration, the worker's contribution, if they have registered as a member, must be paid in advance for a year which earlier used to be the once in every three months. Such payment shall be made in any of the banks specified by the Board in the district in which the member resides or in cash receipt. Also, the said amendment has brought in changes in the format of Form no. XXVII mentioned in rule 260(3) itself.
